Where can I find a doctor who is willing (and qualified) to perform an exploratory surgery for nerve damage?

My husband had surgery Aug '08 for testicular torsion, but ended up with nerve pain/damage. He has intermittentshooting pain from the left testicle into the abdomen and it is often accompanied by vomiting and nausea. He is on seriously sttrong opiate pain meds and Lyrica for nerve pain. He has had nerve block injections without any relief, but the pain management doctor wants him to have an exploratory surgery to locate the damage. He believes a nerve is tied off in the sutures. The problem is we cannot find a surgeon to do the surgery, and our insurance is a pain to get referrals apporved. Basically it is up to us to find a doctor that is willing to perform this surgery and correct the mistake of the pervious doctor(who is no longer in the state btw). Any advise on how to find a doctor would be appreciated. All doctors we have contacted say that they do not handle cases like his and don't deal with nerve entrapment. We have called urologists, general surgeons, and neurologists without any luck. Thanks!
