Can you tap a non-creature permanent that does not have a tap ability?

Absolutely. Lodestone Myr's only requirement is that the thing you tap must be an untapped artifact. It doesn't care whether or not that artifact has a tap ability, is a creature, has summoning sickness, or anything else. If it's an untapped artifact, you can tap it.
