If a gas tax holiday would only raise consumption, why not give it (+ $) only to businesses for operational $?

Is there a valid reason why you would want to stifle the effectiveness of a gas tax holiday? Is your reason political? Your candidate didn't come up with this idea or doesn't support it? If it were to raise consumption, then that would be a direct result of Americans consuming more, which would mean they were out spending more money, which would in turn help stimulate the economy.
